R ~ -
Richard D. Lamm
Governor
•
DEPARTMENT OF NATURAL RESOURCES
David H. Gelches, E:eculive Director
MINED LAND RECLAMATION DIVISION
DAVID C. SHELTON, Director
DATE: November 28, 1984
T0: Jim McArdle
FROM: Jim Pendletc
RE: Geotechnical
Application
~~4-~
Tony Oil Shale Project 1984 Amendment
In general, I believe the applicant, EXXON USA, is to be commended for their
accomplishment at the Colony Project Site during the past several years.
Further, the vast majority of the 1984 amendment application is acceptable,
with the following minor deficiencies.
(1) Page D-6: Semi-Works Area
Plans for the dismantling and regrading of the Semi-work retort and
ancillary facility areas must be approved by the Division, prior to
commencement of any regrading activities. At the time of that
submittal and approval, the final reclaimed configuration for that area
should also be proposed and approved.
(2) Page D-6: Plant Site, Second Phase
Similarly to the above comment, final plans for material excavation and
placement within the plant site area should be submitted to the
Division for approval, prior to any grading activities.
(3) Plant Access Road
No comment is made within the application regarding the final grading
of the portion of the plant access road existing near the boundaries of
reclaimed areas 9 and 19D, immediately above the Davis Gulch sediment
pond. This portion of the rough-graded plant access road was the
subject of considerable discussion during the last amendment approval.
That portion of the road remains to be final graded and should be
completed, perhaps in conjunction with plant site Phase 1 or Phase 2
regrading activities.
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
