SHELTON, Director <br />DATE: November 28, 1984 <br />T0: Jim McArdle <br />FROM: Jim Pendletc <br />RE: Geotechnical <br />Application <br />~~4-~ <br />Tony Oil Shale Project 1984 Amendment <br />In general, I believe the applicant, EXXON USA, is to be commended for their <br />accomplishment at the Colony Project Site during the past several years. <br />Further, the vast majority of the 1984 amendment application is acceptable, <br />with the following minor deficiencies. <br />(1) Page D-6: Semi-Works Area <br />Plans for the dismantling and regrading of the Semi-work retort and <br />ancillary facility areas must be approved by the Division, prior to <br />commencement of any regrading activities. At the time of that <br />submittal and approval, the final reclaimed configuration for that area <br />should also be proposed and approved. <br />(2) Page D-6: Plant Site, Second Phase <br />Similarly to the above comment, final plans for material excavation and <br />placement within the plant site area should be submitted to the <br />Division for approval, prior to any grading activities. <br />(3) Plant Access Road <br />No comment is made within the application regarding the final grading <br />of the portion of the plant access road existing near the boundaries of <br />reclaimed areas 9 and 19D, immediately above the Davis Gulch sediment <br />pond. This portion of the rough-graded plant access road was the <br />subject of considerable discussion during the last amendment approval. <br />That portion of the road remains to be final graded and should be <br />completed, perhaps in conjunction with plant site Phase 1 or Phase 2 <br />regrading activities. <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
