• detailed annual Topsoil Balance/Spoil Quality Report will be completed
and submitted to OMLR by April 15 of each year to reconfirm topsoil
volumes and, if necessary, readjust topsoil salvage depths through the
life-of-mine operations
Replaced topsoil will be sampled, tested, and evaluated for fertility tc
ensure optimum germination, seeding emergence, and root growth
conditions. A 300-foot sampling grid will be used whereby every four or
five samples per reclamation block are composite. At a minimum, the
samples will be analyzed for PH, salinity, calcium carbonate, particles
size, organic matter, nitrate, and ammonium nitrogen, and phosphorous
using standard techniques. Results of the analysis will be maintained
by the mine and/or Division offices. Qualitative monitoring for
fertility will also be done on all reclaimed areas as part of the
ongoing revegetation success monitoring during the liability period.
Qualitative monitoring for fertility will include unscheduled visual
observations of plant communities throughout the reclamation area, More
specific visual observations in conjunction with soil sampling will be
conducted at representative revegetation transect locations.
PSABODY OFFICE SITE & RICE POND DRAINAGE TOPSOIL REDISTRIBUTION
Peabody Office Site disturbance .............2.64 acres
Required topsoil depth ......................10 inches
Volume of topsoil ...........................3,550 cubic yds.
~• Rice House Pond Drainage Project............0.66 acres
Required topsoil depth ......................10 inches
Volume•of topsoil ...........................890 cubic yds.*
Deficient topsoil ...........................180 cubic yds.
Existing Topsoil in New Borizon 1 stockpile(s)
North of San Miguel Landf ill ................1,750 cubic yds.
Volume of topsoil to transport ..............1,980 cubic yds.
(New Horizon 2 to New Horizon 1)
* 808 of this topsoil will be salvaged from the existing site.
2.05.4(2)(d)-12
