Dudash <br />Page 2 <br />March 14, 2003 <br />Well DH-57a - No completion diagram has been provided for this well and should be submitted for <br />Division review. Sufficient baseline data is provided (with PR-07) for Drill hole DH-57a; however, <br />this well has been eliminated by mining and is no longer available for monitoring throughout the <br />liability period. <br />Well DH-58a - No completion diagram has been provided for this well and should be submitted <br />for Division review. Sufficient baseline data is provided (with PR-07) and according to the 2001 <br />AHR this well has not been influenced by mining. This well may suffice for both baseline data <br />and ongoing monitoring requirements for ground water above the B-Seam, provided that a well <br />completion diagram is submitted to the Division. <br />Well DH-55 -Well completion information and sufficient water quality baseline data have been <br />reported in Volume III, Exhibit 3 of the PAP; however, only one static water level measurement <br />was reported with no timeframe given for the measurement. This well has been eliminated by <br />mining and is no longer available for monitoring throughout the liability period. <br />Well DH-34B -This well was installed in the Rollins Sandstone and a well completion diagram <br />is provided in the PAP. Baseline water quality data is provided for only one sample date <br />(10/11/95) in the PAP, and only one static water level measurement was reported with no <br />timeframe given for the measurement. This well has been eliminated by mining and is no longer <br />available for monitoring throughout the liability period. <br />In summary, it does not appeaz that BRL has provided adequate baseline data for ground water <br />systems within and below the B-Seam, and does not currently monitor ground water within and <br />below the B-Seam. hi addition to providing the baseline data, selected wells must also be <br />maintained and operated throughout the monitoring liability period. In accordance with Rule <br />4.05.13, ongoing ground water monitoring and reporting is required. <br />BRL should identify the baseline ground water data for the proposed B-Seam Mine plan, and <br />indicate which wells will continue to be monitored for compliance with Rule 4.05.13. Sample <br />frequencies and parameters should be added to the approved monitoring plan for the selected B- <br />Seam monitoring wells. <br />To satisfy baseline data collection requirements, the Division recommends that BRL install <br />additional monitoring wells within the B-Seam coal and the Rollins Sandstone and provide the <br />information listed above for baseline data requirements. Ground water information provided <br />should include a well completion diagram. At a minimum, static water levels and water quality <br />data should be provided for two sample events (one in the spring time and one in the fall). Water <br />quality information should at a minimum include the parameters listed in Rule 2.04.7(1)(v). <br />
