If more than one drill site is <br />utilized during drilling activities, portable toilets will be provided at each site. <br />24. All drilling fluids, mud and cuttings must be contained on the project site in mud pits or portable <br />containers. The pit must not be used for disposal of garbage, trash, or other refuse. Unattended <br />pits will be fenced to keep out livestock and wildlife <br />25. Oxbow is responsible for using appropriate MUTCD traffic control devices when any heavy <br />equipment is moved on Forest Roads. Oxbow will post warning signs, at locations designated by <br />the USFS, to warn the public of increased traffic on roads resulting from project activities. <br />Additional security and public safety measures may be considered and approved or directed by <br />the District Ranger. <br />26. The Operator will comply with any fire restrictions in effect at the time of proposed operations. <br />The Forest Service reserves the right to suspend operations during periods of high fire potential. <br />Forest Service will provide the operator as much advance notice of anticipated closure orders as <br />possible. <br />27. The Operator will have ability to contact emergency services, including Montrose Interagency <br />Fire Dispatch at all times. Fire extinguishers, ABC grade, at least 5 lbs. or greater, will be on or <br />near each internal combustion engine. Fire suppression equipment must be available to all <br />personnel working at the project site. Equipment must include at least one hand tool per <br />crewmember (e.g. shovel). <br />28. All gasoline, diesel, and steam-powered equipment must be equipped with effective spark <br />arresters or mufflers. Spark arresters must meet Forest Service specifications discussed in the <br />"General purpose and Locomotive {GP/L) Spark Arrester Guide, Volume 1, April, 1988"; and <br />"Multi-position Small Engine (MSE) Spark Arrester Guide, April, 1989". In addition, all electrical <br />equipment must be properly insulated to prevent sparks. <br />29. Oxbow will be held responsible for damage and suppression costs for fires started as a result of <br />operations to the extent permitted by state and federal law. Fires must be reported to the Forest <br />Service as soon as possible. <br />13 <br />
