Also, a part of the response addresses the comments provided in your letter of December 12, 1986 on the geomorphic and engineering analysis report CYCC submitted in response to NOV C-81-061. CYCL would have responded earlier to the December 12, 1986 letter but it was agreed mutually that CYCC could delay the response until the adequacy response for the permit revision was submitted. Since the permit revision was submitted, CYCC has received updated maps for the Eckman Park area, and subsequently this mapping is used in the adequacy response. The mapping was done after it was learned that the original mapping contained serious discrepancies (i.e. map elevation exceeds Survey elevation for certain areas). The new mapping accurately represents the existing topography. As you will note during your review of the adequacy response, CYCC is proposing to regrade the lower section of the drainage in Area 41. The maximum gradient will be approximately 23.8%, with an overall gradient less than 18%. This work will require excavating 70,000 CY of material from the lower segment of the drainage and hauling it to Area 51 for disposal, Topsoil will be bladed to the side of the work area and haul route and then redistributed over the channel side slopes and haul route upon completion of the project. In reference to channel 51E, CYCC is proposing to reroute drainage above the active pit to the west away from this channe]. This will provide for further stabilization of this drainage. Also, a stock pond is proposed for the upper section of this drainage which should also aid in stabilizing the channel. CYCC is proposing to construct a number of stock ponds in the upper portions of the various drainages located in Eckman Park. This will be done per the approved permit. The ponds will compliment the postmining land use and provide additional drainage stability.
