Hayes, Reclamation Specialist ~ E C E I ~/ E D <br />Colorado Mined Land Reclamation Division <br />1313 Sherman Street, Room 215 SE P 1'1989 <br />Denver, CO 80203 MINED LAND <br />Dear Mr. Hayes: RECLAMATION DIVISION <br />We have reviewed West Elk Coal Company~s Responses to Adequacy Issues, <br />Technical Revision r~55 to Permit No. C-80-007, in particular with regard to the <br />monitoring well discussed on pages 7, 8 and 9. <br />This letter serves as our concurrence upon addition of the following <br />stipulations: <br />1. Access will be provided through: <br />Dry Fork of Minnesota Creek Road, <br />Apache Rocks Road, <br />Jumbo Mountain Road. <br />2. Roads will be CAT bladed prior to moving equipment in and again after <br />work is completed. This grading will consist of blading ruts out and <br />performing drainage work to insure proper roadbed drainage. After <br />work is completed, water bars will be constructed or maintained as <br />flagged by the District Ranger or his representative. <br />3. During wet conditions, vehicles will be restricted to 750 lb. GVW <br />(ATV's). Wet conditions are defined as conditions when ruts greater <br />than 2 in. depth are caused by a standard 3/4 ton pickup. <br />4. The existing road width will be maintained during this operation. If <br />the need to widen a road is encountered, prior approval must be <br />obtained from the District Ranger or his representative. <br />5. Water needed from the Forest for this portion of the 1989 Drilling <br />Program may be obtained from the stock ponds along Apache Rocks road <br />or from the Dry Fork of Minnesota Creek. The amount of drawdown <br />allowed on affected stock ponds will be determined through observation <br />of on-the-ground conditions by the District Ranger or his <br />representative. <br />6. The drill pad will be recontoured to near natural configuration upon <br />completion of the required work. <br />~S F3.9200.28(7-82~ <br />
