This item was described <br />as follows: <br />"Problem: Areas of the CEMEX Lyons Quarry have been reclaimed differently than what <br />was approved in the original application and subsequent revisions to the permit (i.e. roads, <br />highwalls and location of ponds). C.R.S. 34-32.5-116(4)(q) requires that final reclamation <br />be completed within 5 years after the date that mining has been completed. <br />Corrective Actions: CEMEX will need to reclaim the site as per the reclamation plan, or file <br />a revision to the permit to reflect roads to remain on site, the retention of highwalls (or a <br />variance of the 2h:1v/3h:1v) slope and the location of ponds by October 1, 2004." <br />On September 17, 2004, the Division approved a deadline extension request to October 22, <br />2004. <br />Pit A <br />In 1984, Southwestern Portland Cement Company (a predecessor to Cemex) requested a <br />Technical Revision to the reclamation plan for Pits A and B. In this TR, Southwestern <br />requested approval to leave approximately 5,000 feet of vertical benches ('highwall') along the <br />east and south sides of A-Pit Reservoir. The purpose of this request was to increase the water <br />holding capacity of the reservoir. The Mined Land Reclamation Board approved this TR in <br />September 1984, with a stipulation that the area not be used for recreation. <br />
