it <br /> EXECUTIVE SUMMARY <br /> Western Research Institute (WRI) has been involved in the evaluation of ash management <br /> options for a number of years. Western Research Institute is proposing a three-year program <br /> under the sponsorship of the U.S. Department of Energy (DOE), Public Service Co. of Colorado, <br /> McDonald Farms Enterprises and Energy Research Center of Colorado State University to <br /> examine the use of ash in the production of a grout for injection into underground mines for <br /> subsidence control. <br /> The program will be conducted in two phases. Phase I will examine the environmental <br /> and geotechnical issues associated with ash-based grout injection into mines. This effort will <br /> determine the issues from the regulatory perspective and include a research program to address <br /> these issues. The testing will be conducted at the laboratory scale and is expected to last <br /> approximately six months. Phase II will involve the demonstration and monitoring of a full-scale <br /> test in the Shamrock Mine. This will include the permitting, the injection, and the monitoring of <br /> the geotechnical and environmental performance. <br /> The following tasks are proposed for the Phase I effort: <br /> Task I. Development of Experimental Plan <br /> Task II. Ash and Mine Water Acquisition and Characterization Studies <br /> Task III. Grout Mix Design Testing <br /> Task W. Laboratory-Scale Mine Emulation Tests <br /> Task V. Project Management and Reporting <br /> The estimated costs for the first year of the proposed program are $166,976. Public <br /> Service Co. of Colorado, McDonald Farms Enterprises, and the Engineering Research Center of <br /> Colorado State University will contribute $15,540 in cash and $68,000 in in-kind services. The <br /> U.S. Department of Energy (FETC) is being requested to match the co-sponsor funding in the <br /> amount of$83,436. <br /> The proposed work is a two-phase three-year effort to begin September 1, 1999. The <br /> Phase I effort proposed herein is scheduled for six months. <br /> iii <br />
