Our review comments correspond to the response items as numbered in <br />your submittal. In addition, we have included a new request (Item 9), based on drainage <br />design review conducted following our most recent site inspection, and an additional <br />request (Item 10), which is merely a reminder regarding the need to provide additional <br />reclamation bond as required, prior to approval of RN-O5. <br />The Division's concern regarding AVS system "Denial" recommendation <br />associated with an outstanding federal audit debt for AEP Kentucky Coal, LLC, <br />has been resolved, as confirmed by subsequent AVS system check (Johanna <br />Cramer email of 9/18/07). Item Resolved. <br />2. Table 12-1 was updated as requested. One entry on the amended table is <br />somewhat confusing, that being the reference to Exhibit 52 for CRDA-3, with a <br />listing of 0 disturbed acres. Since the disturbances described are no longer <br />proposed, it maybe "cleaner" to eliminate the entry and reference to Exhibit 52 <br />from the table. Exhibit 52 was retained in the permit because it depicts the <br />existing configuration of Soil Borrow Area CBA-2, and Sediment Pond 11, and <br />the current title of the Exhibit "Cameo Refuse Disposal Area No. 3", is somewhat <br />misleading. Amore appropriate title for Exhibit 52 would be "Cameo Borrow <br />Area No. 2 Sediment Control Plan". The final reclamation configuration of these <br />disturbance areas is depicted on Exhibit 9C. <br />Please consider the following: <br />a) Eliminate reference to Exhibit 52 from the amended Table 12-1; <br />Office of Office of <br />Mined Land Reclamation Active and Inactive Mines <br />
