Establishment of surface piping from diesel storage tanks to foci distribution <br />area (fill area). <br />Trapper Mining Inc. proposes the establishment of an above ground diesel fuel pipeline extending from our <br />existing above-ground diesel fuel tanks (1(10,000-gallons each) to our existing fuel fill area during the fall of <br />1990 or spring of 1991. During the summer of 1990, a small crack was detected in a pipe elbow near the east- <br />ern most 100,000-gallon diesel tank in our existing subsurface piping. The crack was repaired and the line <br />inspected for additional damage. No further damage was observed. The crack was determined as a result of <br />hydrolysis within the subsurface pipeline. <br />In order to prevent future cracking which could result in a possible reportable fuel spill, Trapper made the <br />decision to establish a surface pipe system from the diesel tanks to the fuel distribution area. The existing <br />underground piping will be blown out and left in place until the mine ceases operation and final reclamation <br />is performed. <br />Exhibit A shows details of the proposed diesel fuel tank system. Adequate berms will be constructed to <br />ensure any possible pipe leakage will be contained within the tank farm system. <br />Additionally, Trapper may construct two concrete troughs as an additional safeguard to prevent possible soil <br />and/or groundwater contamination in this area. The establishment of a concrete lined basin within a small <br />depression between the two 100,000-gallon diesel fuel tanks (FScG of Exhibit A) would allow any leakage to <br />collect in a central location and be pumped off rather than percolate into the soil profile.
