and page V-8, Section V.B.3 additional language was added to specify the use of <br />the identified disposal sites "for use during operations". Section V.B.3 was also <br />amended to include reference to disposal of facility demolition debris by burial <br />within the disturbed area during closure. <br />Section V.G, page V-23, was amended to change the depth of burial of portal <br />face-ups to specify a minimum of 2' to be consistent with Rule 4.11.4(2). Figure <br />V-1, page V-21, was also amended for this same purpose. The depth of burial of <br />concrete pavements, footings, etc. was also amended to 2' (page V-24) to remain <br />consistent with the regulations. <br />Other changes to Figure V-1 include the deletion of the keyway around the lower <br />perimeter of the seal. Similar seals have been approved and installed within the <br />Deserado Mine under the specific authorization and oversight of the Mine Safety <br />and Health Administration (MSHA). Additional language was also added to the <br />figure to more closely match the wording in 30 CFR 75.1711. <br />Sections N.C.7 and IV.C.8 (page IV-11) were amended to address the demolition <br />and disposal associated with the overland conveyor stmctures, transfer buildings <br />and the slot storage facility. <br />a) Inconsistencies have been addressed as discussed above. It is <br />inappropriate to specify details now of what and where the demolition <br />rubble will be disposed. Various factors will influence the ultimate <br />destination of these materials. We assume that most of the metals will be <br />taken off site to be recycled or reused. Most of the remaining materials <br />will be buried in the fill during reclamation. <br />Under the "worst case scenazio" where there is no market for metals or <br />other materials sufficient to warrant recycling, on-site disposal should be <br />assumed. Demolition debris will be placed in the extensive fills present at <br />the mine (the present cuts). The D Portal comprises the majority of the <br />volume available with other areas including but not limited to the shafts, <br />portals including the underground workings, road cuts, and slot storage. <br />b) Acid-forming, toxic-forming, and combustible wastes (not including wood <br />or coal/refuse) will be disposed or recycled properly off site. Other <br />materials may be buried on site in a manner consistent with the approved <br />permit. <br />c) Section V.D addresses the disposal of acid-forming, toxic-forming, and <br />combustible wastes. Other materials not exhibiting these characteristics <br />would be suitable for disposal within the fills consistent with applicable <br />regulations.
