Review of Itemized Resnonses and Amended Permit Sections
1. Comments noted.
2. This section was appropriately amended to address DMG's concerns. See revised
page IV-43.
3. Appropriate corrections were made to the text. See revised page IV-50.
4. Modeling and sediment control demonstrations for this area under the current
configuration used steeper slopes and no surface roughening to demonstrate
adequate sediment control with rock check dams. Lessening the slopes and
increasing the surface roughness should lessen the peak runoff and sediment load
on these structures. Additional modeling iterations should not be necessary to
demonstrate that such sediment controls would be adequate.
5. Appropriate changes were made to the text and are attached. See page V-23.
6. Appropriate changes were made to the text and are attached. See page V-29.
7. The new volumes and acreages on the new table reflect cutrent disturbances and
topsoil quantities. The old figures included sections of road extending past RP-
2/3 pond for future refuse area expansion. These figures were revised to reduce
confusion and provide a more accurate representation of current conditions. Any
extension of the haul road would accompany a germit revision for the
development of an additional refuse area. Appropriate changes/additions would
be made to the acreages at that time.
8. Both Appendix V-1 and Appendix A are referenced and included in Section V.
9. Map 104 was amended to include the proposed changes. Copies are attached.
10. The proof of publication was previously submitted.
1 L If you have any concerns relating to Illustration 49 please provide us with
suggested changes.
12. Appropriate language has been added to Section N allowing for on site burial of
structure demolition rubble. The following pages were amended to clarify this
more efficient and resource conserving approach to disposal of demolition debris:
D Portal mine service building and rock dust bin facilities - IV-4, infra-plant area
coal conveyors - IV-8, prep plant facilities - IV-9, rail car loading structure - N-
12, 13.8-kV power line and substations - IV-24, mine water storage tanks and
treatment building - IV-27, D Portal administration building - IV-3Q road
culverts and gravel surfacing - IV-15 and IV-32, Scullion Gulch diversion culvert
- IV-41, and portal face ups - IV-3. In addition, on page IV-16, Section IV.D.3
January 15, 2~o3 1 Permit Revision #4 Comments
Blue Mountain Energy, Inc.
