Rule 4.05.10 Underground Mine Entry and Access Discharges <br />The prediction is that there will be no such dschazges. <br />Rule 4.05.11 Ground Water Protection. <br />The permit is in compliance with the rules. See discussion starting on page 2.05-129. <br />Rule 4.05.13 Surface and Ground Water Monitoring. <br />A monitoring program has been established that is in compliance with the rules. Descriptions <br />begin on page 2.05-168. However, points of compliance have not been addressed. See also <br />Rules 1.04(93a) and 2.05.6(3)(b)(iv). <br />Rule 4.06 TOPSOIL <br />The permit is in compliance with this rule. <br />Rule 4.07 SEALING OF DRILLED HOLES AND UNDERGROUND OPENINGS <br />The permit is in compliance with this rule. See page 2.05-119. <br />Rule 4.10 COAL MINE WASTE BANKS. <br />The permit is in compliance with this rule. Descriptions start on page 2.05-89. <br />Rule 4.13 CONTEMPORANEOUS RECLAMATION <br />Neazly all the surface disturbances are in long-term facilities. Reclamation requirements are <br />nearly (see above) adequately described throughout the permit. There has been no bond releases <br />on site. <br />Rule 4.16 POSTMINING LAND USE <br />The permit is in compliance with this rule. Disturbed areas are to be returned to pre-mining land <br />uses. <br />Rule 4.17 AIR RESOURCE PROTECTION. <br />The permit is in compliance with this rule.
