<br />EXHIBIT M <br />OTHER PERMITS & LICENSES <br />Costilla County has no county zoning ordinances. <br />Colorado Department of Health has issued permits for all our portable asphalt <br />plants and crushing equipment. <br />Colorado Department of Health determined that a Fugitive Dust Permit was not <br />required for the pit itself because of annual quantities removed, and the fact that <br />a paved access road exists for the truck traffic. <br />A storm water discharge permit is not required, because no water is discharged <br />from the land. Any storm water that would accumulate will do so on the pit floor <br />and quickly be absorbed into the permeable layer below. <br />No other permits are required. <br />
