Long <br />Division Director <br />FROM: Joe Dudash ~~ <br />RE: Request for A s nce, Technical Revision N o. 22, Bowie No. 2 Mine, Permit <br /> No. C-96-083, Bowie Resources Limited <br />I am requesting Byron's and Kent's assistance in the review of a geotechnical report and seismic <br />monitoring plan for Bowie No. 2. Byron's engineering expertise is needed. Also, Kent was in on <br />the original review of the plan. <br />When Bowie Resources proposed a mine plan in Permit Revision No. 4, the Division was <br />concerned that mining would come close enough to the Bruce Park Dam, also called the Terror <br />Creek Reservoir, to cause adverse effects to the dam's integrity. The Bruce Pazk Dam is a Class <br />One structure. <br />Upon consultation with Jim Norfleet of the Colorado Division of Water Resources out of <br />Montrose, it was decided that Bowie could not longwall mine within one mile of the dam until a <br />subsidence study was performed. To make sure the subsidence study was done in advance of <br />mining, the Division added Stipulation No. 9 to the approval for PR-04. The stipulation was <br />written with help from Jim Norfleet and Kent. The stipulation follows: <br />Stipulation No. 9 <br />A detailed subsidence study for Terror Creek Reservoir dam (Bruce Park dam) will be completed <br />and approved prior to mining within one mile of the dam. The study will establish baseline <br />conditions, potential mining-induced seismicity and potential translated effects to the dam. <br />By September 1, 2001, Bowie Resources will submit a technical revision to the permit addressing <br />the investigation, data collection, analysis, and monitoring plan to ensure the safety and integrity <br />of the Terror Creek Reservoir dam (Bruce Park dam). The revision materials will include, but <br />not be limited to, data, a technical report, compliance schedules, a subsidence control plan, a <br />detailed monitoring plan specific to potential seismicity and any other potential impacts induced <br />
