J. J. Dudash - 2 - January 29, 2004
cost should be reduced to $1.57 per gallon which is the unit price BRL pays to dispose
of waste oil.
Task 146 -Mobilization/Demobilization -Reclamation
Please reconsider the release of a portion of the amount provided in the
mobilization/demobilization item since the major portion of the dirt moving is about 40%
complete.
Task 154 -Nuclear Density Testing of Backfilled Material
BRL utilizes Lambert & Associates for nuclear testing. For an ongoing project, Lamert
sends a technician to the site once per day. The technician costs $53.03 per hour.
Travel cost is about $94.80 per day. The technician travels to the site (1.5 hours)
performs nuclear tests (1.5 hours) and returns to Montrose (1.5 hours). Therefore, the
daily cost for Nuclear testing is $333.44. Based on an eight hour day the hourly cost is
$41.68. The DMG should reduce its bond estimate for density testing based on this
hourly cost. Additionally, task OOc provides the remaining hours for fill compaction
tasks. Applying 527.06 hours of compaction tasks (65.9 days) against the daily cost of
$333.44 results in a remaining cost of $21,974.00.
Task 155 -Water Truck for Compaction Backfill
This task has the hourly rate of a water truck applied against 941.23 hours. The hours
of water truck time should be reduced to the remaining hours in task OOc, 527.06 hours.
Task 156 -Cost for Comaactor Idle Time
This task assumes 941.23 hours of backfilling time. This task should be reduced based
on the remaining backfilling time of 527.06 hours.
Task 157 -Cost for Cat 769 Truck Idle Time
About half of this task is represented by idle time for Task 046 -Haul OVW M Road
Buttress to Fill Placement. If Task 046 is deleted from the bond estimate as
recommended above, 25.14 hours of idle time can be removed from the cost estimate.
Indirect Costs -Job Superintendent
The hourly rate for the Job Superintendent is applied against one half of the total task
hours for the entire reclamation project. There are at least two areas where the total
task hours have been reduced due to reclamation work accomplished. The hours
shown for task OOa could be reduced by about 523 hours since task 17 is basically
complete. The hours shown for task OOL could be reduced in half since the structural
demolition tasks are about 50% complete. These two reductions would reduce the
hours applied to the job superintendent by about 500 hours. This reduction still leaves
about a year of time charged for the job superintendent.
Please call if you have any questions.
Sinc~ ly,~
.0. E. Stover, P.E.
Consulting Engineer
cc: Basil Bear
