MANAGEMENT <br />The DMG's letter dated January 9, 2004, transmitted tables which show the amount of bond the <br />DMG proposes to release. Following is a task by task explanation of additional amounts that <br />should be released by this partial phase I bond release process: <br />Task 46 -Haul OVWM Road Buttress to Fill Placement <br />By letter dated January 20, 2004, BRL submitted an application for a technical revision <br />to clarify the reclamation plan. The technical revision will incorporate, into the permit, <br />the BLM's letter dated December 16, 2003. The BLM's letter stated the road leading <br />from the Steven's Gulch road to the former West Mine portal gate should be left in place <br />as is. Therefore, this task should be deleted from the bond estimate. <br />Task 47 - OVWM Road Backfill <br />Same explanation as task 46 above. This task should be deleted from the bond <br />estimate. <br />Task 138 -Demolition 2.000 Ton Bin <br />The 2,000 ton bin superstructure has been demolished and removed from the site. <br />Most of the concrete footing for this structure will be covered in place with over four feet <br />of material. Therefore, very little work remains to complete this item. Please reconsider <br />partial release for the 2,000 ton bin superstructure. <br />Task 139 -Remaining Materials and Supplies <br />Please reconsider the release of 50% of the amount provided to dispose of remaining <br />materials and supplies. The east mine is nearly clear of wood and metal that will require <br />offsite disposal. <br />Task 139 -Disposal of Oil <br />The current DMG estimate provides for the disposal of 5,000 gallons of waste oil at a <br />significant cost. There is no waste oil remaining on site so this item should be totally <br />released. If the DMG insists on keeping this task in the reclamation estimate, the unit <br />
