Permit Renewal Adequacy -2- January 23, 2003 <br />Section 2.03.10. Identification of Other Licenses and Permits <br />3. If applicable, please update the list of other licenses and permits in Section 2.03.10. <br />BRL-The current permit is up to date. No new permits have been issued to Bowie No. 1 <br />Mine. <br />Section 2.05.3, Operation Plan -Permit Area <br />4. Please update BRL's intentions concerning the disposal of the run-of--mine (ROB pile <br />material. Does BRL still consider disposal of the ROM material on the east mine portal <br />bench (TR-39) a viable option or can TR-39 be withdrawn? <br />BRL- At last survey, the ROM pile contained approximately 35,000 tons of material. <br />This survey used an aerial survey as its basis. Since then, approximately 1,000 tons of <br />material from this stockpile has been used for shaft filling, 11,400 tons have been sold or <br />added into the sold product at Bowie No. 2 Mine and 6,000 tons was hauled to the Bowie <br />No, 1 Mine Refuse pile. This leaves approximately 17,000 cubic yards of material, which <br />we propose to place in the cut and fill reclamation process at the Bowie No. I East Mine. <br />This 17,000 tons would represent 3.8% of the total fill required to bring the East Mine <br />complex back to AOC. We contend that this material can be distributed throughout the <br />fills of the East Mine during reclamation with no detrimental effect to the post mining land <br />use, slope stability or vegetative restoration efforts and without the creation of additional <br />coal mine waste disposal azeas. If the Division concurs, then we agree that TR-39 could <br />be withdrawn. <br />Once tlse Bowie No. 1 train loadout is transferred to the Bowie No. 2 Mine and it is <br />known that reclamation operations will cease for a period of more than 30 days, BRL <br />needs to notify the Division of the temporary cessation status of the mine. Rule 4.30.1 <br />describes the temporary cessation process. <br />BRL-Noted by the Operator. <br />Section 2.05.4, Reclamation Plan <br />6. Please revise the reclamation plan in Section 2.05.4 of Volume 1 to add a discussion of <br />the current progress of reclamation at the west mine and at the east mine. <br />BRL- A discussion of the reclamation activities at the West Mine and the facility removal <br />at the East Mine is attached and prepazed for insertion into the permit. This discussion <br />centers azound the sealing of the shafts and adits of the West Mine, the cut and fill work <br />for the reclamation of the West Mine Porto] Bench, the construction of interim Ponds W-1 <br />and W-2, and the removal of facilities at both the East and West Mines. Additionally, we <br />have modified Section 2.05.3 to indicate the closed condition of the Bowie No. I Mine. <br />
