Your September 11, 1984 letter acknowledges that we have repeatedly <br />requested recommendations on mitigation only to be informed that you "do not <br />believe that mitigation strategies can be realistically formulated without <br />i~urther evaluation of local habitat importance and specific mine development <br />plans." We have previously provided the responsible agencies with all of our <br />existing baseline data and proposed operational plans. We do not fully <br />understand what additional information USFWS deems necessary in order to <br />i~ormulate acceptable mitigation strategies.
