<br /> <br />r~ <br />u <br />RAPTORS <br />We recognize that additional monitoring information is necessary to <br />determine raptor utility of this tract. To address this concern, we propose to <br />initiate a one-time intensive helicopter survey of the proposed area of <br />disturbance and a buffer zone one quarter mile outside this area to identify all <br />raptor nests. As recommended by the USFWS, this survey will be done during the <br />winter. All nests located in this survey will be plotted on a map and <br />identified to species through subsequent ground surveys if necessary. Following <br />the nest location, two ground surveys per year will be conducted. Tne initial <br />ground survey will be conducted to identify whether or not a mating pair are <br />utilizing this territory. Once ~t is determined that the nest territory is <br />active, another ground survey will be conducted Tater in the season to determine <br />fledgling success of the active nests. The data derived from these surveys will <br />then be used to identify raptor population trends and the appropriateness of <br />mitigation measures. <br />MITIGATION <br />As discussed in our previous meetings, CYCC has proposed to employ the <br />following methods of mitigation: <br />1. Continuation of the current elk mitigation program; <br />2. Preserve existing surface water in the drainageways; <br />3.
