Mount
Senior Environmental Protection Specialist
Division of Minerals and Geology
Department of Natural Resources
1313 Sherman Street, Room 215
Denver, CO 80203
Dear Mr. Mount,
October 2, 1999
RECEIVED
OCT 44 1999
Division of Mineray g Geph9y
Here are additional public comments regarding DMG Permit M 74-015.
Batch Plant: Will the DMG delete alt references to the "batch plant?" This would be
consistent with the mine plan's provisions specified in county resolution 98-32.
"Whereas, while the original application also requested approval of concrete and
asphalt batch plants on the Subject Property as accesory uses, the Applicants
withdrew this part of their mining proposal."
Consistency of Documents: Respectfully request a review of Permit M74-015 and
County Resolution 98-32 for consistency of regulations, stipulations, and compliances.
See attachment for listing of some compliance issues presented to Boulder County.
Boulder County has not yet responded to this inquiry.
Can/Should the DMG grant any revisions without knowing fully the permit stipulations
imposed by the Boulder County? Are proposed revisions required to be reviewed by
the county and, if so, when?
Tree Plantings: In an attempt to mitigate future visual and noise impacts on the
residential community, applicants have stated publicly that tree plantings would be
forthcoming along mining perimeters Respectfully request a tree planting plan be
included in the DMG Permit.
Crystallne Slllca: How has the DMG responded vis-a-vis the Western Mobile
permit to the recently published IARC evaluations of the carcinogenicity of silica? Will
Western Mobile be required to have a plan addressing:
--Periodic sampling of product and determination of presence of
quartz and cristobalite.
--Plan to monitor and control ambient crystalline silica emissions.
"Protec! what's closes! !o your heart: your family, your friends and your lungs.
