Bane, <br />Gvuion Dnenor <br />The Division's review of the Canadian Strip, Phase II Bond Release is being <br />completed in a number of phases. Initial review of the submittal package <br />focused on acquisition of an application, complete with the public notice <br />requirements. Our secondary evaluation, covered the bond release request <br />pack age, the topsoil data and the vegetation and erosion analysis. This <br />letter represents our concerns associated with the secondary evaluation. <br />Field evaluations wilt be performed in three phases. In June, we will examine <br />erosional stability of the site; in late July we will perform vegetation <br />sampling; and in late August or early September we will perform the actual <br />bond release inspection in conjunction with surface and mineral owners and any <br />other interested parties. <br />The following questions concern administrative components of the bond release <br />package and the erosion analysis. The Division has attempted to clarify the . <br />modeling required to achieve Phase II Bond Release versus the demonstrations <br />which mist be made to remove impoundments at the site. In addition, the <br />Division is requesting that the erosion analysis be performed on watersheds of <br />similar morphology and size. <br />1, Please prepare information about the history of the bond's value and the <br />amount requested for release. Include calculations which estimate a <br />value for vegetation failure, sediment pond removal, and maintenance <br />throughout the remaining liability period. <br />-, <br />2, Please update the dates of reclamation and re-seeding in light of the <br />October 3, 1983, memo from Dave Stout to Mike Kolin and any other <br />information which you might have. Include this information on a base mao <br />of the reclaimed topography for the entire disturbed area. ~ <br />
