Previously resolved. <br />Item adequately addressed. <br />Item adequately addressed. <br />a) Previously resolved. <br />b) Information on subsoil quantities available in future refuse sub-azeas was not provided. <br />The Division will place a stipulation on the permit to require documentation of <br />availability of sufficient quantity of suitable subsoil prior to initiation of site preparation <br />within currently undisturbed refuse sub-areas. <br />c) Previously resolved. <br />DMG had requested that Tables V-6 and V-7 be amended to distinguish between interim <br />and permanent reclamation and be brought up to date. The amended tables were <br />previously submitted, but a couple remaining deficiencies have been noted in the most <br />recently amended versions of the tables. On Table V-6, it is indicated that 21.11 acres <br />associated with the Refuse Haul Road between County Road 65 and the refuse areas <br />would not be reclaimed. The reclamation plan narrative was previously revised to specify <br />that the entire length of the Refuse Haul Road would be fully reclaimed (eliminated) at <br />the end of mine life. The table should be correspondingly amended. <br />On Table V-7, the seedmix and planting method is not specified for long term facilities <br />scheduled to be reclaimed at the end of mine life, including but not limited to the D Portal <br />and wash plant facilities, haul and access roads, rail loadout, slot storage, Halandras Land <br />Fill, East Portal Area, etc. This information should be provided either in an amended <br />table or ~rrtended revegetation plan text. <br />9. Various revegetation issues were raised in this item and were addressed in amended <br />Section V.1. A remaining concern is that appropriate permit narrative, tables, or maps aze <br />still needed to identify the specific seedmix to be used within specific sites on disturbed <br />areas to be reclaimed in the future. See Item 8, above. <br />] 0. A request to address measures to minimize cheatgrass competition was addressed by <br />inclusion of narrative on amended page V-29, indicating that "topsoil shall be stripped to <br />place the first 6" of material on the bottom of the lifr." Apparently, this "two lifr" <br />stripping and replacement procedure would be followed when sVipping topsoil from <br />cheatgrass infested affected sites, whether salvaged soil is to be placed in stockpile, or <br />directly respread on reclaimed azeas; and also would be followed when stripping topsoil <br />from cheatgrass infested stockpiles for placement on reclaimed azeas. However, this is <br />not clearly specified in the text. Some additional procedural description should be <br />included in appropriate text sections to clarify that the "special handling" procedures <br />would be used in each situation where cheatgrass competition could present a concern. <br />
