TR-48 Adequacy Review Comments (4/30/98) <br />Issues from 10/30/97 Letter <br />Previously Resolved. <br />2. Concern adequately addressed; issue resolved. <br />3. Requested update to B seam Mine Plan Map (Map 120) was submitted, along with <br />extensive updates to mine plan narrative in Section III "Mine Description". We have the <br />following comments regazding the Section III amendments: <br />a) The third paragraph in Section 111.7.h, on amended page III-20, references a <br />location "where County Road 65 crosses above LW-19." This is erroneous, apparently a <br />relic from an earlier version of the mine plan. The reference should be appropriately <br />amended. <br />b) The fourth paragraph in Section II[.A.7.1, on amended page III-24, contains an <br />apparent contradiction which should be clarified. The third sentence states that <br />"monitoring of the five control points... continued until cessation of subsidence was <br />accurately documented." The fourth sentence states that, if "any of these conventional <br />survey monuments experience more than 1.0 feet of residual subsidence, an additional <br />aerial photographic flight, subsidence map and report will be prepared for presentation to <br />CMLRD within one yeaz following cessation of subsidence." It is not clear how this <br />determination would be made, if monitoring has been discontinued. <br />c) The first paragraph of Section III.A.8, on amended page III-28, references the <br />proposed B seam vent shaft. Reference to a security fence and an access road do not <br />correspond to the most recent version of the plan as presented in the TR-49 application, <br />which specifies that the shaft opening will be grated rather than fenced, and that the road <br />to the site will be a light use road. The paragraph should be amended as appropriate. <br />d) The discussion of drill site sediment control at the top of amended page III-31 <br />should be revised to include reference to rock check sediment [raps, and Illustration 44 <br />"SAE Demonstration for Typical Degasification Borehole Pads". <br />e) Discussion of the prep plant water circulation system in Section III.B.2, on <br />amended page III-32, should be amended to reflect the approved disposal of prep plant <br />thickener water in the sealed 1st Longwall District of the D-Seam Mine. <br />f) On page III-33, in Section III.B.4, the narrative indicates that the temporary coal <br />storage area and remaining topsoil stockpile would be reclaimed and reseeded by the fall <br />of 1997. This work had not been done at the time of the most recent inspection, and <br />needs to be completed as soon as possible. <br />
