<br />EXI-IIBTI' M <br /> <br />OTHER PERMTTS AND LICENSES <br />A list of other permits, licenses, and clearances for the Lyons Pit are as follows: <br />• Boulder County Use by Special Review Approval SU-96-18 <br />• Air Pollution Emission Permits <br />• Colorado Dischazge Permit <br />• Section 404 Permit issued by the U.S. Army Corps of Engineers <br />A Spill Prevention Control and Countermeasures Plan and Stormwater <br />Management Plan aze maintained on site. <br />Air Pollution Control <br />Activities that produce air emissions at Westem Mobile's Lyons sand and gravel <br />operation can be divided into two basic categories: (1) mining and (2) processing. Air <br />emissions associated with mining operations aze called fugitive emissions because they <br />are typically emitted from open sources such as unpaved roads. On the other hand, <br />process emissions are emitted from equipment such as crushers and screens. <br />Emissions from the production of sand and gravel consist primarily of particulate <br />matter (PM) and particulate matter less then 10 micrometers (PM-10) in aerodynamic <br />diameter, that aze emitted by various operations at the sand and gravel plant. Because <br />excavated sand and gravel aze often moist when handled, process emissions are often <br />negligible. Furthermore, a substantial portion of process emissions consist of heavy <br />particles that settle out within the plant. <br />Air emissions from the Lyons operation aze regulated by the Colorado <br />Department of Health, Air Quality Control Division in accordance with the <br />requirements of the Colorado Air Quality Control Act and Regulation No. 3 of the <br />Colorado Air Quality Control Commission. Air emission permits for Lyons fall <br />under two categories, process emissions and fugitive emissions. Permits for process <br />emissions are based on each particular piece of process equipment that is an emission <br />source. Operators must submit air pollution emission notices (APEN) and emission <br />permit applications in order to obtain the necessary permits for processing equipment <br />for fugitive emissions. The operator must submit an APEN along with a particulate <br />emission control plan in order to obtain a permit for the mining portion of the <br />operation. <br />Western Mobile's existing Lyons sand and gravel mining and processing facility <br />Western Mobile Lyons - Rockin' WP M-1 <br />
