G82-056: MR-145. Mr. Tevis Roeers <br />4) TCC proposes to leave the site unreclaimed for approximately one year to provide for <br />reuse of the site for grouting of the 7 Right Cross-cut. This plan calls for leaving the <br />mudpits unreclaimed during this time as well. Is the surrounding land used for livestock <br />grazing at any time during the yeaz? If livestock will be placed in the field, TCC will <br />need to fence the mudpits to prohibit livestock access. <br />5) The Division has found a disagreement between the volume of fly ash projected to be <br />utilized in the CDMG revision application and the weight of ash noted in a letter <br />submitted to the Colorado Department of Public Health and Environment, Air Pollution <br />Control Division. The application to CDMG indicates that a maximum of 20,000 cu.yds. <br />of fly ash will be utilized for the grout. The Department of Health (CDOH) submittal <br />states 20,000 cu.yd. or 25,000 Tons of fly ash would be used. Reference to the 23rd. <br />edition Caterpillaz Handbook provides a 900-1100 Ib. per cubic yazd ratio for fly ash. <br />Twenty thousand cu.yds. of fly ash would be significantly less than 25,000 tons. The <br />Division is concerned that this error could imply that TCC is approved for in excess of <br />45,000 cu.yds. of fly ash. Please assure that 20,000 cu.yds (11,000 Tons) of fly ash <br />would be the total volume used. <br />6) TCC's revision application states that "The pad azea will be reclaimed after the 7 Right <br />cross-panel entry is backfilled." In order to assure compliance with Rule 4.13 the <br />Division considers that TCC needs to provide a schedule of when this reclamation will <br />occur. (Rule 2.05.4(2)(a)) DMG is awaze of the difficulty in setting an exact date due to <br />variability in operations schedules and weather constraints, therefore a commitment to <br />reclaim the site and seed during the first available planting season following 7 right cross <br />panel backfill would be appropriate.
