Lochhead
Executive Director
Oak Creek, Colorado 80467 Michael B. Long
Division Director
Re: Foidet Creek Mine, C-82-056, Minor Revision No. 145
Deaz Mr. Rogers:
The Division has reviewed Twentymile Coal Company's application for a Minor Revision (No.
145) for 8 Right and 7 Right Cross-Panel Entries Grout hole. The Division has determined the
application to be complete. The Division requires additional clarification on several aspects of
the plan in order to complete our review. The proposed decision due date is scheduled for
February 17, 1997. Please provide the requested information prior to that date in order for the
Division to either approve or deny the revision.
Please provide responses to the following questions:
1) The application describes construction of mudpits for containment of drilling mud and for
grout pumping operations. The application does not provide dimensions of the mud pits
nor describe the volume or where excavated material from construction of the mudpits
will be stockpiled. Please provide this information to the Division.
2) Two concrete pads will be located on the site to provide storage for a fly ash pile and for
placement of a mobile concrete batch plant. The application states that, "These concrete
pads will be broken up and removed from the site when the site is reclaimed." Where
will this 228 cu.yds. of broken concrete be removed to? Will it be disposed elsewhere
on the permit azea or disposed of at an appropriate location outside of the permit azea?
Please explain how this material will be disposed of.
3) An estimated total of 20,000 cu.yd. of fly ash will be utilized to grout the cross cut. TCC
is proposing a concrete pad with an area of 11,200 squaze feet. If 20,000 cu.yd. of fly
ash was located on this pad at one time, this would create a pile approximately 48 fr.
high. In conversations with TCC, it appears that all the fly ash will not be stored on site
at one time. Please state the maximum quantity of ash expected to be stored on the site
at any one time.
