<br /> <br />Colorado Mined Land Reclamation Board -2- April 6, 1996 <br />The voluminous magnitude of T.H.E. Aggregate Source's quarry <br />operation was not envisioned in the extant permit (77-193), as <br />amended, of 1985 for the Spider's Aggregate operation. The permit <br />devdlved':Ehrough sale of the property to T.H.E. Aggregate Source in <br />1993. The deleterious impact of the current operation upon publi~~ <br />and private property is already beyond reclamatory restoration, not <br />only in terms of physical deformation and hazard, but upon the <br />esthetics of a prized landscape which is ageless. Such impact <br />must not increase. <br />T.H.E. Aggregate Source has failed to fulfill the conditions of <br />the Board by the deadline set; it was duly notified that such failure <br />would cause the permit amendment to be void. I request that the Board <br />deny permission to T.H.E. Aggregate Source for expansion into any <br />additional site. <br />It well may be that such considerations as I have detailed have <br />not been within the historical functional purview of the Board, but <br />neither should the Board ignore its own silent contribution to further <br />destructiveness by either inaction or simple stop-gap action. <br />Sincerely yours, <br /> <br />Philip B.
