Letter to Ken Kluksdahl, BMRI
Technical Adequacy of TR-O11
page 2
(4> Please provide design details concerning the floor slab and curbing
proposed to provide containment for the new flo-bin Storage area. Does
the slab incorporate a sealing membrane or compacted barrier? How high
is the curb at its lowest point?
(5> Is there a housekeeping plan to periodically flush the containment slab
within the flo-bin storage area?
(6) The TR-Oll application appears to address only the vertical release of
powdered powered sodium cyanide (NaCN) or contaminated liquid to the
underlying containment pad. What techniques will be applied to control
dispersion of powdered NaCN by moving air?
(7) Please describe how BMRI believes the reported release of cyanide from
the flo-bin storage area occurred. Is there a flaw in the design of the
flo-bin containers, or in BMRI's current housekeeping methods? Is there
an additional apparatus available which could preclude the loss of
cyanide to the environment, such as a cover for the cyanide flo-bin
port? If so, please include appropriate modifications wit~iin the
application.
(8) BMRI reported that it pumped 2500 gallons of contaminated water to the
leach circuit and treated the affected "area" with sodium hypochlorite to
neutralize env remaining cyanide. BMRI also stated that "the mud was
scraped from the area and placed in the tailings ponds". '.Jhat steps did
BMR: take to de :ermine ~.vhether the yard surfacing or subgr.ade materials
in the affected ar=.a had been contaminated? If any subgrade materials
sampling ~.+as completed, what were the results? Was any sudgrage soil
clean uq completed or contemplated?
I prepared the Division's technical adequacy comments, in c:,nsultaticn with
Larry Oehler and Dr. Harry Posey of the Division's mineral program. No
comme-:s have been received from the parties.
If you have env questions regarginq the at:ached adequacy commer:s glease
contact me, Larry Oenier, or Dr. Posey, at your convenience.
Sincere'i curs.
,lames A. endleton, PhD.
Technical ~ Scientific Cccrdinator
