DMG -Please give the location of the previous description for removal of organic materials (see <br />reference on page 2.04-44) of compliance with Rule 4.09.1(1)(4) as regards the coal mine waste <br />storage area. <br />BRL - A general description of removal of topsoil and organic materials is presented on page <br />2.05-36. <br />11. DMG -Please provide designs for the drainage structures for the Portal B excess material <br />stockpile area. Please indicate the seed mix(s) proposed for temporary and final (reclaimed) <br />protection. Rule 4.09.1(5). <br />BRL -Two terrace ditches C-5 & C-10 are the drainage structures proposed for the Portal B <br />excess material stockpile area. The design of the ditches is presented on pages Exh-8-65 & 68. <br />The outslope of the excess material stockpile will be plated with large rock so erosion of the <br />outslope of the pile is not a concern. As stated on page 2.05-45, the excess material storage <br />area will be seeded with the soil stabilization seed mix. Seed mix no. 3 (page 2.05-51) will be <br />used in the area disturbed by the excess material stockpile area. <br />12. DMG -Please cite the location of, or provide a stability analysis, that demonstrates a factor of <br />safety of 1.5 [Rule 4.09.1(7)] for the Portal B excess material stockpile. <br />BRL - Enclosed is a Geotechnical Engineering Study for the B-Seam Portal Bench dated July 30, <br />2003. The report is to be inserted into Volume VII, Tab 10. <br />13. DMG -Please revise Map No. 18 to be consistent [Rule 4.09.1(8)] with other plan drawings of the <br />Portal B excess material storage area. <br />BRL -Map No. 18, gives an accurate depiction of the final contours of the Portal B excess <br />material storage area. All the material from the Portal 8 excess material storage area will be <br />returned to the Portal B excavation area to restore the area to approximate original contours with <br />the exception of terrace drains and a riprap ditch. <br />14. DMG -Please submit a final stabilization plan [Rule 4.09.1(9)] for the reclaimed Portal B excess <br />material storage area. Please consider slope distances (erosion control), and a permanent relief <br />drain across the reclaimed area. Please reference the proposed seed mix for this area. <br />BRL - Drainage control has been added for the foot print of the Portal B excess material storage <br />area. A riprap channel and terrace drains were added to Map 18. Calculations are presented on <br />Exhibit 8 pages 191 through 196. Seed mix no. 3 (page 2.05-51) will be used in the area <br />disturbed by the excess material stockpile area. <br />15. DMG -Natural slopes in the area of the proposed Portal B excess materials stockpile range up to <br />50%. In your detailed design for this structure, please include keyway cuts to stabilize the <br />structure in compliance with Rule 4,09.1(10). <br />BRL -The enclosed stability analyses of the proposed Portal B excess material stockpile does not <br />indicate the need for a keyway cut or a toe buttress. <br />16. DMG -Note that inspections of the Portal B excess material stockpile are to begin within 7 days <br />after the preparation of the disposal area begins [Rule 4.10.2(11)(a)]. <br />BRL -Not applicable. <br />
