Please revised the wording <br />under Light Use Roads on pages 2.05-25 and 2.05-26., and demonstrate that the existing road is <br />satisfactory for other environmental considerations of these two Rules for use as amine-related <br />light use road. <br />BRL - Pages 2.05-25 and 26 were revised as requested to demonstrate that the new and <br />existing roads are satisfactory for the environmental considerations of Rules 4.03.3(2) and (3). <br />6. DMG -The 1.5 horizontal to 1 vertical cut slopes to the northwest of the stoker stockpile undercut <br />the haul road to the portals. Please demonstrate that these slopes have a safety factor of 1.3 with <br />regard to the haul road [Rule 4.03.1(3)(e)(ix)], with a surcharge representative of a haul truck. <br />BRL -Enclosed is a Geotechnical Engineering Report for the Coal Preparation Facility dated <br />August 11, 2003. The report is to be inserted into Volume VII, Tab 10. <br />Geotechnical - B Seam Excess Material Stockpile <br />BRL -The DMG and BRL have agreed the B-Seam Excess Material Stockpile does not fall under <br />the coal waste pile regulations because it is a temporary stockpile. Therefore, a few of the <br />adequacy comments listed below are not applicable to this technical revision application. <br />7. DMG -Please distinguish [Rule 4.09.1(1)], by a standard nomenclature, the designations of spoil <br />and equipment storage areas. On Drawingl4-2, Sheet 2 of 4, there are material storage areas <br />and an (excess material stockpile boundary) excess material stockpile area. In the reclamation <br />plan, please designate the source and quantities of backfill materials (basis for reclamation cost <br />estimates). <br />BRL -Approximately 140,000 cubic yards will be excavated to form the B-Seam portal bench. All <br />of this material will be placed in the temporary excess material stockpile located immediately east <br />of the B-Seam portal bench. Enclosed is Map 15-2. The label on the excess material stockpile <br />was changed to Portal B Excess Material Stockpile. <br />8. DMG -Please provide a stability analysis specific to the Portal B excess material stockpile. <br />BRL - Enclosed is a Geotechnical Engineering Study for the B-Seam Portal Bench dated July <br />30, 2003. The report is to be inserted into Volume VII, Tab 10. <br />9. DMG -Please reformat the application with respect to the plan and design of the (to be <br />specifically designated) excess material stockpile. The Division requests a general and detailed <br />design [Rules 2.05.3(8)(a) and (b)] in standard engineering format, including a plan, cross- <br />section, and specifications. Many of the specifications are stated and could be lifted from pages <br />2.05- 44 and 2.05-45, and the plan view might be copied from Drawing 15-2. These pages could <br />then be revised to refer to the design in an appropriate location in the Permit Application Package. <br />The terrace drainage slopes are at 14%, and will likely require armor protection for stability. If so, <br />please add this specification to the design. Perimeter and diversion ditches, terrace and bench <br />ditches, etc., should be designed with armor protection. Keyways, and other construction <br />requirements should be indicated thereon. No certification of the design by a registered <br />professional engineer was found in the current submission [Rule 4.09.1(2)]. A stability report of <br />the existing foundation slopes and of the completed (design) pile could be co-located with the <br />design. As the pile is temporary, the Division concurs with no requirement for topsoil, if such is <br />not required to develop a sufficient vegetative cover to minimize erosion of the pile. <br />BRL -Not applicable. <br />
