The topsoil replacement operation has been revised to only <br />operate on a single shift basis. <br />b. The estimate has been revised using 2075 lbs/LCY x 31 LCY per <br />load, or 16 tons/load, or 85.8 percent capacity of the <br />potential 75,000 lbs/load. <br />39a. PWCC has not fertilized reclaimed areas for a number of years. <br />Topsoil resources at the Seneca II Mine have adequate <br />fertility for the native rangeland and shrubland communities <br />being returned on the postmine landscape. The specification <br />for fertilizer applications has been included only for general <br />situations where an obvious low fertility situation such as <br />non-topsoil plant growth medium. Examples may include <br />revegetation of cut and fill slopes on roads or reclamation of <br />areas with suitable spoil or subsoil. Generally, permanently <br />reclaimed areas that have been topsoiled will not be <br />fertilized unless there is a reason to suspect low fertility <br />levels. Any applications will be based on fertility analysis. <br />Since fertilization is not likely to be carried out on any <br />permanent reclaimed areas, it has been dropped from the <br />bonding calculations. Page 13-27 and Table 13-5-1 and REV-1 <br />have been revised accordingly. Also see response to Comment <br />11. <br />c. See response to Comment 23. <br />d. PWCC has revised Table 13-5-1 and REV-1 worksheets to reflect <br />use of stubble mulch (cover crop). PWCC has used both barley <br />and winter wheat satisfactorily at the Seneca II Mine. These <br />two annual grains currently cost $.20 per pound as opposed to <br />Regreen at $1.98 per pound. Barley has been included in the <br />REV-1 worksheets because of its effectiveness, lower cost, and <br />lack of volunteering. <br />e. Fencing costs are not specific to any area. It is probable <br />that some fencing would be required during final reclamation <br />and thus a general value of one mile was included in the <br />estimate. <br />PWCC has reviewed the Division's estimating forms for <br />revegetation work. In some cases, the differences in costs <br />are insignificant. Seed costs can vary from month to month, <br />and thus at any given time could be lower or higher than <br />PWCC's or the Division's estimates. The five-acre area to be <br />broadcast seeded with Mix 1 is a general estimate of area that <br />is either too steep or includes areas too small for large <br />equipment. These areas were considered not possible to disc. <br />Straw mulching was not considered for the shrub/tree seedling <br />areas because of damage to the seedlings during mulch <br />application and crimping. A tracked dozer is specified <br />because of the steep conditions encountered at the Seneca II <br />10 <br />
