The Division requested that Colowyo amend the application to incorporate specific <br />language and a deadline for submittal of a complete technical revision application <br />addressing comprehensive revegetation plan modifications. Responses addressed the <br />request, and somewhat generalized commitments were included in amended text. The <br />agreed upon submittal deadline of March l5, 2008 was not included in amended text. <br />The Division will include a stipulation in the PR-2 proposed decision that will <br />specify submittal of a complete, comprehensive soil handling/revegetation plan <br />technical revision application by March 15, 2008. The section was amended to address the West Fork. Response Accepted. <br />102. Response Previously Accepted. Evaluation of potential for material damage to Good <br />Spring Creek resulting from discharge of high salinity spoil water indicates that worst <br />case yield declines for hay crops grown on the Good Spring AVF would be less than 3%, <br />and thus would not constitute material damage pursuant to applicable regulations and the <br />Division's material damage guideline. <br />9 <br />
