Rule 2.05.4(2)(c) Reclamation Plan Backfilling and Grading; Rule 4.05.4 Permanent Stream <br />Channel Reconstruction; Rule 4.14 Backfilling and Grading <br />73. The Division requested that the "Overburden Monitoring Program" narrative be amended <br />to clarify that the thickness of weathered material placed as the surficial layer of spoil on <br />reclaimed pit spoils and out of pit permanent overburden disposal areas will be a <br />minimum of four (or more) feet. <br />This request was adequately addressed by amended text in Sections 2.05.3(1) and 2.04.6 <br />of Volume 12. Resuonse Accented. <br />74. The Division requested additional explanation and justification for proposed modification <br />to the regrade spoil monitoring plan. Requested information was presented in amended <br />sections 2.04.6 and 2.05.3(1) of Volume 12, and further modifications were made to the <br />spoil monitoring plan on page 2.05-8 of Volume 1, based on the information provided. <br />Resaonse Accented. <br />75. The Division requested documentation that overburden handling measures to be used in <br />the South Taylor mining and reclamation plan would ensure the placement of suitable <br />spoil material in the root zone. Information responsive to this concern was presented in <br />amended sections 2.04.6 and 2.05.3(1) of Volume 12. Resaonse Accented. <br />Rule 2.05.4(21(d) Plan for Removal, Storage, and Redistribution of Plant Growth Medium; Rule <br />4.06 Topsoil <br />76. The Division requested that Colowyo provide a previously requested narrative update to <br />specify the proposed average uniform topsoil replacement thickness. The Division <br />further requested inclusion of a commitment in the amended narrative to provide a <br />variable thickness topsoil replacement plan following approval of PR-2. Commitment to <br />submittal of a variable topsoil replacement plan following approval of PR-2 was provided <br />in amended Section 2.05.4(2)(d). However, the requested narrative update to specify <br />the proposed average uniform topsoil replacement thickness for the South Taylor <br />Mine Area was not provided; see Item 17. Please provide the amended narrative as <br />requested. <br />We note that, with the approval of PR-2, topsoil currently stored in existing stockpiles <br />will be respread over a smaller acreage than originally planned, because areas of <br />overlapping disturbance between the original permit disturbance azea and the South <br />Taylor disturbance azea will be topsoiled using soil salvaged in association with the <br />South Taylor mine area, to be stored in Stockpiles 16D and 16J. Next year's topsoil <br />balance tables for the original permit area will need to reflect this change, and the <br />
