R a
The Division reviewed road information from both the CYCC permit #C-81-071 as well as
the Foidel Creek permit. As you may be aware, recent Rule changes were made with
regard to road classification and certification. For the road segments listed below, each
road needs to be clearly labeled on a map with some indication of the type of road (haul,
access, light-use) as well as the extent of the road (start and end). Permit text should also
be included identifying the roads specifically and where they are shown in their entirety on
a map. For all roads, this map should be according to the standards of Rule 2.10. For
those haul or access roads constructed prior to August 1, 1995, in lieu of P.E. as-built
certification, Rules 4.03.1(1)(d)(ii) or 4.03.2(1)(f)(ii)ayply respectively. Please review Rules
4.03.1 and 4.03.2.
TCC response
TCCs response was so poorly done, I put my comments on either the text pages or
on the copy of TCCs responses. This section still bas a long way to go before the
Division can approve it. The operator is attempting to add new text to the permit
which is un-related to any questions raised by the Division. I have left my original
questions below.

Haulroad A
Haulroad A runs from CR #27 to just east of Pond B and was originally permitted
under CYCC #C-81-071. Road design information needs to be incorporated into the
Foidel Creek mine permit. This haulroad will need a relevant showing as described
by Rule 4.03.1(1)(d)(ii).
Haulroad B
This section of road runs from the shop/warehouse area to just east of Tipple #2.
It is presently bi-sected by the overland conveyor. Road design information needs
to be incorporated into the Foidel Creek mine permit. This haulroad will need a
relevant showing as described by Rule 4.03.1(1)(d)(ii).
Haulroad B {rglocatel
Recently submitted information in a correspondence from Northwest Colorado
Consultants to TCC refers to attached cross-section and centerline profiles. These
were not included in the information provided to the Division. The Division needs
this information as well as a P.E. certification as per the Policy Memorandum and
according to Rule 4.03.1(1)(d)(i).
