Marr Preliminary Adequacy
1, Financial, Compliance and Related Information
1. The application form states different acreages for the disturbed and
affected areas. According to the definition of "disturbed area" and
"affected area" in Rule 1, these ac reaaes should be equal on surface
mines. Please change page 2 of the form accordingly.
2. Why was Exhibit 56 from the approved permit application not included in
the Permit Revision? Have the obligations associated with abandonment of
the original road been dropped? Please clarify this issue and replace
Exhibit 56 if appropriate.
ions Plan - Rules 2.05.2, 2.05.3(1), 2.05.3(2) 2.10.3(2), 4.01, and 4.03
3. We are unable to locate a discussion on maximization of the use and
conservation of the coal resource in the permit application per 2.05.2(1)
and 4.01.1(1). Please prepare a discussion on this or reference a
pre-existing narrative in the permit application.
4. The Division needs one set of original certified maps per 2.10.3(2).
Please make arrangements to replace one set or to send your engineer in
to sign off on one set of volumes.
5. Please revise Map 7, Mine Area Pre-Mining Topography, to show the permit
area prior to construction of the 720 stockpile and pit per 2.10.3(1)(j)
to permit an asse55ment of approximate original Contour.
6. Will KCC bench the Pit 1 area as illustrated by Figure 13 (page 2.05-4)
or is this pit configuration only to be used on future pit areas?
7. We are unable to correlate the numbers between Table 63, the first table
in Exhibit 25 entitled "Backfill Plan Summary", and the calculations
presented on page 4.14-8.
a. It appears that Kerr is assuming that each ton of coal is
equivalent to 1 BCY. Do your shipping records document this fact?
Tables in our office suggest that on the average raw bituminous
coal weighs 2,150 lb/bcy. Please comment and adjust Table 63 and
the equations on pane 4.14-8 if necessary.
b. Please modify Table 63 to reflect the topsoil volumes removed from
each pit. Then modify the pit volume numbers accordingly.
c. What conversion factor do you use to transfer between CCY and LCY?
Are these backed up by operational documentation? It apoears that
there is a different conversion between LCY and CCY in Pit 3 than
in Pits 1 and 2 on the Exhibit 25 table.
