<br />- 15 - <br />diversity systems will not be as resilient to future disturbance <br />because less organic matter (for nutrient storage) and less soil <br />moisture storage capacity will be available. They further warn <br />that, without stimulus factors such as fertilizer and thick topsoil <br />layers, probabilities for good plant establishment and rapid soil <br />cover could be hampered and the potential resilience of the <br />ecosystem reduced. <br />d. KCC refers to several studies that state that the majority of plant <br />available nutrients, soil mycorrhizae, and native seed is in the <br />topmost portion of the soil column. KCC then goes on to refer to <br />studies that indicate that all materials studied in proximity to <br />the mine site are the same relative to plant biomass production. <br />The Division has not observed such to be the case when examining <br />plant growth on the 720 overburden pile. <br />
