<br />Exhibit "C" <br />1993 <br />Mining Plan <br />Grand County <br />Kremmling Airport Gravel Pit <br />Kremmling Airport Gravel Pit was first permitted by Grand County <br />in 1978 under permit #78-143. A copy of this permit is attached. <br />Prior to that date, the pit was operated in a random manner. The <br />purpose of the gravel pit then, as now, is to provide sand and <br />gravel for county road construction and maintenance. <br />The pit is located in a portion of Section 16, Township 1 North, <br />Range 80 West (see Exhibit A). The pit is a 21.305 acre site. <br />The Mined Land Reclamation Permit for this pit is currently in <br />violation. <br />Mr. Clark Branstetter, Grand County Road and Bridge Supervisor, <br />is the person in control of operations at this site and all Grand <br />County gravel pit sites. Mr. Branstetter can be reached by mail <br />at Box 9, Granby, CO 80446 or by calling 887-2123. If Mr. <br />Branstetter is not available, please contact Mr. R. Howard <br />Moody, Grand County Manager at 725-3347. <br />Gravel deposits will be excavated by utilizing dozers and/or front <br />end loaders. A 1000 ton per day crusher, 1-3 conveyors, a stacker <br />and generation trailer will also be used on this site. Crushing <br />will be the only processing done on this site. It is estimated <br />that approximately 15,000 to 20,000 tons of sand and gravel <br />material will be removed annually from this pit for the next five <br />years. The headwall height of the pit is anticipated to be no <br />higher than 35 feet. <br />This pit is accessed immediately off of U.S. Highway 9 by a <br />private driveway. The pit is located immediately adjacent to <br />property owned by Grand County (Kremmling Airport), Louisiana <br />Pacific Corporation, Colorado River Land Corporation and Amax <br />Inc. (see Exhibit E). Grand County does not currently own all of <br />the property to be permitted with this Mined Land Reclamation <br />Permit application; however, Grand County is in the process of <br />purchasing the property from a willing seller (Louisiana <br />Pacific). A letter verifying this purchase is attached to this <br />Mining Plan. <br />Grand County has no structures, plants or processing facilities on <br />site. Equipment described above is moved to the site when <br />needed. No fuels are stored on the site. <br />No water will be used in conjunction with this operation. No <br />ground water is present on this site. The water table is <br />estimated to be approximately 60' below the current mined level. <br />This pit is located on a very alluvial base. The Soil <br />Conservation Service identifies soils on the site to be Tine <br />
