The four concerns that the
USF&WS have identified include:
1) Will there be any water depletion involved with the drilling project? If artesian
water is encountered during drilling, please outline Cyprus Empire's method of
managing the water.
2) All precautions shall be taken to prevent the entry of contaminants into the river.
Equipment must be cleaned and all oil leaks repaired prior to crossing the river. fuel
tanks must be moved across the river on a truckbed or trailer. And all materials
produced by drilling shall be contained and prevented from entering the river.
3) The drilling pad shall not be located in a high flow channel or other area inundated
by high spring flows.
4) Disturbance to trees shall be avoided. Disturbance to understory vegetation shall be
minimized as much as possible.
The Division's hydrologist has identified several concerns as well. These items follow:
5) CEC states that the borehole casing will protrude a minimum of five feet
above the ground surface to prevent surface flow into the borehole. How will
the casing be capped to prevent infiltration of precipitation?
