Because the cover factor is based on actual contact with the soil surface, the grass <br />community has a much smaller factor than a P-J or shrub community. From the RUSLE <br />tables the factors are <br />C ReclaimeA = 0.1 O Based on the category "No appreciable canopy" and a cover of <br />39% <br />C ~i°e = 0.23 Based on the conservative category of "Short brush", 43% canopy <br />cover, and 10% ground cover (If "Trees", 43%, 10% is assumed <br />C r~mi°a = 0.26) <br />Therefore; <br />0.10 <_ 0.23 <br />Holds true. <br />This further backed up by actual evidence onsite. Over the past 6 years once the <br />vegetation was truly established, no measurable sediment increase was seen in the <br />sediment pond during the quarterly inspections. <br />2.Weed Control <br />Bindweed, a member of the Colorado State Noxious Weed List, has a significant <br />presence on the site. Las Animas County considers the field bindweed species <br />recommended for weed control, but not mandatory for control. While removal of the <br />species is not envisioned, the reduction of the species impact will occur through continual <br />growth of native perennial grasses. <br />3. Structures Left <br />The access road and sediment pond will be left at the request of the landowner. These <br />will be used for the existing ranching operations of the property. A revision to the permit <br />to allow the sediment pond to remain was approved as part of the 1995 Renewal. <br />4. Topsoil Thickness <br />Due to the limited life of the mine and appropriate soil salvage operations, a majority of <br />the site's topsoil has been replaced. From the vegetation surveys it can be seen that soil <br />conditions are the same or better than premining conditions. <br />5. Surface and Ground Water Impacts <br />Groundwater <br />During the First permit term, which began in 1989, the following groundwater sources <br />were monitored on a quarterly basis with all field parameter tests and lab analysis <br />submitted to the Division in the annual reports: <br />1} USGS Well <br />2) Montoya Dug Well <br />
