Also see <br />enclosed pictures. <br />Dates Reclamation Work Performed: Mining operations ceased in 1993. The entire <br />site has been backfilled, graded, retopsoiled and reseeded according to the approved <br />reclamation plan. These activities were performed in the summer and fall of 1993, <br />therefore this year is considered Year 1 of the 10 year bond release timetable. <br />Description of Bond Release Amount: The complete site was backfilled, graded, <br />retopsoiled and reseeded according to the approved reclamation plan in 1993. The post- <br />mining land use will be rangeland. Vegetation studies for the site began in 2002. <br />Unfortunately due to the extremely dry conditions that year the vegetation did not meet <br />the reclamation goals. However, the two subsequent sampling studies in 2003 and 2004 <br />did pass. Two items from the mine will remain at the landowners request. The sediment <br />pond will remain for stock watering and the previous haul road will remain to provide <br />access to the fields and pond. The site completed a Phase 1 bond release in 1995, <br />reducing the bond from $62,000 to $31,000. A Phase 2 bond release was never requested <br />for the site. Therefore, the bond has remained at $31,000. The intent of this request is <br />for a complete Phase 2 and Phase 3 bond release of the remaining $31,000. <br />Copies of Written Notice to Seek Release to Parkes Identified in Rule 3.03.2(1): See <br />attached copies to surface owner George Montoya representing the Leo Montoya Sr. <br />Estate, Las Animas County Planner, and the local NRCS office. <br />The following sections address various aspects of the environmental issues on the site. <br />1.Sediment Loss from Reclaimed Areas <br />A comparison should be made of the sediment loss from the reclaimed area compared to <br />that of the previously undisturbed area.
