Cripple Creek & Victor Gold Mining Company Traffic Study <br />. BACKGROUND AND PROJECT DESCRIPTION <br />Purpose of Studv <br />The Cripple Creek & Victor Gold Mining Company (CCBV) is preparing Amendment No. 8 to <br />their state mining and county use permits. Approval of these amendments would allow <br />additional mining activity and result in associated growth in mine employment. The <br />increased activity and employment is expected to result in additional traffic using the County <br />and State roads that provide access to the mine. <br />This study examines the proposed mine expansion for Amendment No. 8 and estimates the <br />additional traffic that is expected to result. As required by Teller County, this study estimates <br />the increased traffic, examines potential impacts from additional traffic, and proposes <br />appropriate measures (where needed) to mitigate impacts of increased vehicle traffic. <br />Project Location <br />CCBV's operation is located between Cripple Creek and Victor, in Teller County, Colorado. <br />Generally surrounded by Highway 67 on the west and south, and County Road 81, 82 and <br />83 to the north and east, the mining operations cover approximately 4 sq. mi. of area. <br />Access to the mine is obtained from both Highway 67 and County Road 82. The Ironclad <br />area accesses County Road 82 about 1 mile east of Highway 67. The Carlton access is <br />located on Highway 67 about 2 miles northwest of Victor. Expansion of the mining <br />operations and increased production will increase traffic demands at both of these access <br />locations. <br />• Description of Planned Expansion <br />The proposed expansion under Amendment No. 8 would allow mine production to increase. <br />The increased production will require approximately 59 additional employees by the year <br />2003 (peak employment year under Amendment No. 8), bringing the number of regular <br />employees to approximately 336 from the current level of about 285. The additional <br />employees will primarily work 12 hour shifts, so not all employees will be on site at any given <br />time. <br />Although not tied to Amendment No. 8, CCBV is also working with the Colorado Department <br />of Transportation (CDOT) to design and construct approximately 2 miles of new highway to <br />take Highway 67 south around the mining operations area. This project is currently under <br />review by CDOT. With opening of the new highway segment, the existing portion of Highway <br />67 will be abandoned. <br />• <br />TranSystems Corporation -March 7, 2000 Page 3 <br />
