Cripple Creek 8 Victor Gold Mining Company Traffic Study <br />Growth of daily traffic volume on area roads is closely tied to the growth of the local area and <br />its economy. Based on the data gathered for the Southeast Teller County Planning <br />Initiative', a growth factor of 1.4 was used for this study to estimate the daily traffic volume <br />fora 20-year horizon. This growth factor translates to an annual traffic volume growth of just <br />less than 2% per year, similar to growth projected for population and employment in the <br />southern portion of Teller County. Future traffic projections for this study were formulated for <br />the years 2003 and 2013 (for purposes of this study, mining employment expected to drop <br />significantly after 2013). <br />For this study, existing access point traffic was used as a starting point. Additional vehicle <br />trips associated with CCBV employment and operational growth were added to existing <br />access point traffic to yield total access traffic. Background traffic on the intersecting roads <br />was estimated at 10% of the projected future daily volume, and assigned using the observed <br />directional distribution for background traffic at each location. <br />Future conditions assessment at the Carlton access takes into account the proposed <br />realignment of Highway 67. When the highway is realigned, the existing portion of the <br />highway will be abandoned. Currently there are several access points in close proximity to <br />each other at the Carlton location. Also at this location, mine traffic must cross the highway <br />to move from one part of the mine to another. The realigned highway will indirectly resolve <br />several issues by moving mine access to a single specific location and eliminating the need <br />for mine operations traffic to cross the highway. <br />• The realigned highway, if approved, is anticipated to be completed and open to the public by <br />2003. Since this is about the same time the mine employment is expected to peak under <br />Amendment No. 8, the capacity analysis for the Carlton location was performed under the <br />existing configuration as well asunder the revised configuration of the highway realignment <br />project. <br />The Highway Capacity Manual procedures of the Highway Capacity Software were used to <br />assess future capacity conditions for the Carlton and Ironclad access points. The <br />assessment shows that LOS A conditions are projected for both the Ironclad and Carlton <br />access locations for year 2003 and year 2013 traffic conditions. No single approach or <br />movement is projected to operate at less than LOS A conditions. <br />The additional vehicle and truck traffic associated with Amendment No. 8 expansions can be <br />handled by the existing roadway system without speck improvements.
