Cripple Creek 8 Victor Gold Mining Company Traffic Study <br />REVIEW OF CAPACITY 8 SAFETY IMPACTS /SUGGESTED IMPROVEMENTS <br />Planned Improvements <br />Although no physical improvements are planned for the Ironclad access location, the <br />proposed relocation of Highway 67 past the Carlton location will bring significant <br />improvements for highway and mining operations. Relocating the highway eliminates <br />several highway access points and eliminates the need for mine traffic to cross the highway <br />to get from one part of the mine to another. The reduction of traffic crossing the highway, as <br />well as the elimination of numerous access points, should provide positive safety benefits for <br />mine-related traffic and other travelers on Highway 67. <br />Capacity Impacts & Suggested Improvements <br />The additional mine-related traffic is relatively insignificant, even when compared to existing <br />mine traffic. Additional truck traffic associated with expanded production will account for <br />about 3~ additional vehicles per day on area highways. Mobilization for construction of <br />improvements is temporary and is expected to generate no more than about 4 additional <br />truck trips per day. <br />The capacity assessment of access intersections shows them to operate at excellent level- <br />of-service today (LOS A). Capacity assessments for future conditions show continued <br />excellent operating conditions with no single movement or approach falling below LOS A. <br />With many urbanizing areas striving to maintain LOS C or D conditions, it is apparent that <br />increased mine employment and expanded mine operations will not have a significant impact <br />to intersection capacity or operating conditions for the foreseeable future. <br />The additional vehicle and truck traffic associated with Amendment No. 8 expansions can be <br />handled by the existing roadway system without specific improvements. The planned <br />Highway 67 relocation actually provides significant benefits where mine access and internal <br />traffic operations are concerned, without introducing significant degradation to access <br />intersection level-of-service. <br />• <br />TranSystems Corporation -March 7, 2000 Page <br />
