Long
Drvrsion Director
RE: Amendment No. 2, Golden Wonder Mine, Permit No. M-78-091UG
Dear Mr. Abraham:
Completed my technical review of your response to my adequacy concerns.
The map you submitted meets the requirements of Rule 6.2.1(2)(e) so it is approved.
Your response to my request for more information about the nrnoff control channel raised a
few more questions. You mention that runoff from the waste dump will be diverted through
settling and cleanup ponds as required by your SWMP. Where are the settling and cleanup
ponds located? What are the dimensions of these structures? These structures need to be in
the permit area and need to meet the Division's criteria for runoff collection. Please show
these structures on the permit map and provide enough information so we can determine if
they are properly sized for the 10 year - 24 hour storm event.
You also mention that if the waste dump should extend to the runoff control channel and
cover it, another channel can be cut further down slope. You should be reminded that the
amended permit area you are requesting does not include any acreage beyond the runoff
control channel (according to your maps). If another channel is necessary you would have to
amend the size of your permit area again.
The part of the lower access road you intend to include in your permit area by this
amendment will need to be reclaimed (unless the BLM does not want it reclaimed).
Reclamation will consist of ripping and reseeding. Therefore, a bond requirement will have
to be determined and submitted by the operator along with whatever bond that is required for
the rest of the amended acreage. If the BI.M rejects your application to use the road, you
will have to submit a request to the Division for a fmancial warranty release for the .62 acres
of your permit designated for the mad. In addition, if the BLM accepts your application to
use the road you will have to install markers identifying the stretch of road that is included in
the permit area.
