In addition, he has provided regulatory <br />assistance and permit support to the facility. Mr. Marshall has also performed several projects at RCRA <br />T/5/D facilities in California and Texas. These projects include preparation and modification of RCRA Part <br />B permits, compliance monitoring assessments, preparation of annual groundwater detection monitoring <br />reports, design and installation of groundwater and vadose zone monitoring programs, and hydrogeologic <br />assessment reports. <br />Mr. Marshall's CERCLA experience includes managing groundwater and surface water monitoring <br />programs; preparation of preliminary Site Characterization Reports; preparation of RI work plans, QAPP's, <br />FSP's and RI/FS reports; preparation of remedial design/remedial action (RD/RA) documents; and PRP cost <br />allocation studies. He has utilized groundwater and surface water monitoring data to assess the relative <br />contribution of point and non-point loading sources, and to assist in the design and to evaluate effectiveness <br />of remedial actions. <br />Mr. Marshall has constructed computer-based models of river systems to assess the potential impact of <br />surface water diversion and exchange programs on downstream water quality. He has also evaluated the <br />quality of groundwater return flows to river systems derived from lawn irrigation. <br />
