His experience includes groundwater, surface water, soil, and stream <br />sediment contamination investigations; determination of metal and organic contaminant loading rates to <br />stream, groundwater, and estuarine systems; design, implementation, and evaluation of groundwater and <br />surface water monitoring programs for RCRA regulated facilities and CERCLA sites; preparation of RCRA <br />permit documents; preparation of remedial investigation/feasibility study (RI/FS) documents; preparation <br />of environmental impact assessments and permit documents to support mining operations; performance <br />of Natural Resource Damage Assessments (N RDA's); and assessment of the impacts of surface water <br />diversion/exchange programs on water quality in support of water rights litigation. Mr. Marshall has also <br />developed and supervised Health and Safety Plans for environmental work at hazardous waste sites <br />regulated by OSHA and MSHA. <br />Mr. Marshall's mining industry experience includes remedial investigations (Rq and feasibility studies (FS), <br />environmental impact assessments, NPDES permitting, design and implementation of surface water and <br />groundwater monitoring programs, and a variety of geochemical and isotopic investigations to assess metal <br />mobility in soils and water. He has utilized groundwater and surface water monitoring data to assess the <br />relative contribution of point and non-point metal loading sources, and to assist in the design and to <br />evaluate effectiveness of remedial actions including subsurface flow constructed wetlands. <br />Mr. Marshall's RCRA experience includes managing the comprehensive background groundwater and <br />surface waterquality evaluations, quarterly and annual groundwater monitoring evaluations, and reporting <br />
