The comments of Costilla County <br />Conservancy District follow: <br />A. Conclusion that Plan Met Terms of Statute and Reoulations. CCCD <br />disagrees with the conclusion that the submission complied with applicable law <br />and regulation. As evidenced by the great number of issues on which DMG <br />needed to request further information from BMRI, and by the number of CCCD <br />comments to which no answer was available, the submission did not <br />demonstrate compliance, particularly but not only with respect to the <br />augmentation issues. In this regard, CCCD incorporates the comments of <br />PAES. <br />B. Failure to Notif~CCCD of Adequacy Determination on Evaporatjve System <br />(ESl or to Give CCCD Notice and Opportunity to Comment on ES Plan and <br />• Adequacy Determination on ES.
