33. It appears that the waste pile area will encompass an area of approximately 6 acres in size. The <br />operator will need to depict the waste pile area boundary on the map and reflect the proposed contour <br />furrowing to be constructed by the operator. <br />Rule 6.4.5 Exhibit E- Reclamation Plan <br />34. The operator states that a 500 foot run of Taylor Gulch from the upper road crossing, to the lower <br />historic sediment basin will be seeded with an approved seed mixture. Exhibit Cc depicts this area <br />lined with 8" riprap material. Please locate the azea on a map that will be seeded with the approved <br />seed mixture. <br />35. The operator states that the roadway allowing equipment to access Taylor Gulch will be seeded. <br />Please locate this roadway on the map. Please be aware that all roadways must be included in the <br />permit area. <br />36. The operator states that any new bench areas along the western portions above the highwall will be <br />seeded and mulched. Please clarify that topsoil will be placed on the benches prior to seeding. Please <br />explain the equipment and method to be used to access the benches for reclamation. <br />37. Please state if the temporary topsoil piles will be seeded with the permanent seed mixture, or if a <br />temporary seed mixture will be used. If a temporary seed mix will be used, please specify the <br />temporary seed mixture, the rate and method of application. <br />38. On page 13 of the application, the operator states that, "contour furrowing maybe employed to <br />stabilize slopes..." However, the operator also states that, "contouring furrowing techniques will be <br />used on final graded slopes." Please state if contouring furrowing techniques will be used and depict <br />their locations on the reclamation plan map. <br />39. The operator states that where Taylor Gulch crosses Road 228 an enhanced rip-rap channel feature <br />will be ]eft at the end of the field season. Please locate where the channel will be left and provide <br />applicable designs and a demonstration that the channel can handle the designed flow of Taylor <br />Gulch. <br />40. The operator plans to reclaim a road east of the affected land boundary outside of the permit area. <br />Please locate this azea on a map. In addition, the operator should also commit to ripping the road area <br />to minimize compaction prior to topsoil replacement in the azea. <br />41. The operator notes a containment bean along the upper horizontal runs of the mine. The operator <br />will need to depict the containment berm on a map and provide the applicable designs of the <br />containment berm to handle the anticipated flows. Please state if this containment berm will be a <br />permanent feature. How will this structure be maintained when mining is complete? Structures that <br />will remain as permanent features must be designed to be maintenance free. <br />42. Please provide across-section of the reclaimed benches that include any permanent features such as <br />ditches, berms, contour furrows or roads. <br />43. Please explain how the site will be prepped to alleviate compaction prior to topsoil distribution and <br />revegetation of the site (along highwall benches, staging areas, roads, etc...). <br />44. Rule 6.4.5(2)(d) requires the operator to state the proposed timing of seed and the seeding method. <br />Please inform the Division as to the general timing of seeding to be performed on site. Please also <br />state the seeding method that will be used for all of the azeas of the mining operation specific to the <br />area (such as benches, waste pile azea, etc.,.). <br />4S. Please state if the waste rock berm will be removed and reclaimed once mining is complete on site. <br />
