TES and BLMSensitlve Species Survey Repor(-Oxbow E/k Creek Mine Exploration Project <br />The Uinta Basin hookless cactus is found in desert shrub communities on rocky hills, mesa <br />slopes, and alluvial benches at elevations of 4,500-6,000 feet (Spackman et. al., 1997). The <br />Uinta Basin hookless cactus has not been found as faz south, and into the valley bottom, as any <br />portion of the proposed project area. Suitable habitat for Uinta Basin hookless cactus does not <br />exist within the project area. No effects to this species are anticipated as a result of this project. <br />Clay-loving wild buckwheat is not known to occur on the western side of the Uncompahgre <br />River Valley. Where it is found, it is confined to shale soils, which are not present within the <br />project area (BLM 2004x). Suitable habitat for clay-loving wild buckwheat does not exist within <br />the project area. No effects to this species are anticipated as a result of this project. <br />Uncompahgre Fritillary Butterfly is found on moist alpine slopes above 12,000 feet with <br />extensive snow willow patches which serve as the larval food plant (CDOW 2004j). There is no <br />potential for adverse impacts to the butterfly. Planned project activities will be conducted well <br />below the species lower altitudinal limits. <br />BLM SENSITIVE SPECIES <br />The Colorado BLM maintains lists of sensitive plant and wildlife species that may occur on <br />lands administered by those agencies. The BLM has identified 28 BLM sensitive plant and <br />animal species that are known of expected to occur in the BLM-UFO area and may potentially <br />occur in the vicinity of the Oxbow Elk Creek Mine Exploration Project (BLM 2004x). Sensitive <br />species of the UFO Area are identified in Table 3. <br />Informal consultation with BLM wildlife biologist has indicated that the project area may <br />potentially contain suitable habitat for federal TES and BLM raptors (BLM 2004x). The BLM <br />requested that O&G conduct federal TES and raptor surveys within %z mile of all the well sites <br />(BLM 2004x). <br />Despite the low likelihood of impacts to BLM sensitive species, or their habitat, O&G surveyed <br />for individuals specifically focusing on federal TES and BLM raptors. Raptor surveys were <br />conducted for federal listed species as well as for the northern goshawk and ferruginous hawk, <br />BLM sensitive species. The Northern goshawk is found as a migrant and winter resident in ali <br />types of coniferous forests and riparian forests and are occasionally seen, during migration, in <br />shrublands, but are uncommon residents in foothills and mountains (CDOW 2004k). The <br />ferruginous hawk is found in grasslands and semidesert shrublands, and is raze in pinyon juniper <br />woodlands (CDOW 20041). <br />METHODS <br />Prior to conducting any field activities, O&G obtained data regarding threatened and endangered <br />species on or near the project area from the FWS and BLM sensitive species from the UFO. The <br />results of that data collection effort were described in the Listed Species section. Surveys were <br />conducted for all T&E species with the potential for habitat in the project area. In addition to <br />T&E species, surveys were conducted to identify BLM sensitive species or their habitat, <br />specifically for raptors. <br />Oxbow Elk Creck Mine Expansion Project TES and Srnsitive Spwics Survcy 4 <br />
